How to issue a refund without buyer returning item

I want to issue a refund to a buyer without them returning the item

Go to your list of orders.

Find the order you wish to refund.  Click the drop down arrow:

 

or

Click "Send Refund"

Follow the prompts.  You should have an option about whether to return or not during it.
