How to invoice an international buyer

Tried to invoice an international buyer after figuring shipping. Received a message that it's not possible to invoice international buyers. How do I set it up so my buyer can pay?

Your international shipping is through the eBay International Shipping program. Invoicing for those sales is handled by eBay and sellers cannot send invoices for those items.
