EBAY has ripped me off once on freight and tried to rip me off again by charging my buyer $7.00 for freight then trying to charge me $100 for shipping. I was ripped off once before a few weeks ago but it looks like this rippoff pattern is standard practice for EBAY and now when you try to contact customer service all you get is a circle jerk of menus that lead to nowhere.

The shipping charge paid by your buyer is based on the weight and dimensions that you entered when you listed your item for sale. You are responsible for the accuracy of your listing.
If those are long bulbs, you should have realized that you can not ship 30 of them for $7 - you can’t ship one of them for $7. $100 sounds reasonable.
What is it that you expect customer service to do? You can not ask the buyer for more shipping $, and you are the only one that cancel the transaction.
You are expected to complete the sale, since you set the price. Still, no one can force you to ship. If you cancel the transaction, you must select 'I am out of stock/I can't complete the transaction'.
You will get a defect for a cancelled transaction, and your buyer can leave feedback.
If your buyer has paid, you will have to fund the refund from a credit card or your bank account - whichever you have assigned as your preferred way to pay selling fees. Then eBay will release the original payment when it completes processing and send it to your bank.

I did not quote $7 freight, I put in the dimensions and weight from the original UPS shipping ticket from when I ordered the light bulbs. EBAY somehow came up with $7.00 shipping and prebilled. Did I miss that when I setup the sale? Point is I wanted to explore what went wrong with the transaction but the so called support is just a circle jerk of menus that dont help. If I am misunderstanding the setup process I would like to know what I did, but as you describe in the setup process I did put in the exact dimensions and weight of the package.

Customer service really can't help you understand what was wrong with your setup.They do not know the details of US shipping - they are best for policy issues. 🙂
What were the dimensions and weight? You wound up with a weight of 12oz with no surcharges for size. I'm thinking the dimensions were too large for usps, which is the service you listed with.
When you are listing here, always view your listing in search after it is active so you can see that the price is correct, the shipping is reasonable, and you lie the photo you selected as the main. With all the items I have sold, I still do this every time I list.
