my transaction defect rate was bad but has been gradually improving. I'm limited in # of items I can sell. My acct got in trouble because I was hospitalized for a while & while I was recovering things got mixed up I've been doing ebay for a long time & would like to return to full selling. I wish I could call ebay & talk to someone but I can't find a number. I just want to sell & make money for me & ebay. What can I do?

Go to your dashboard and open the monthly breakdown. You can see when the defects will age off, and how many items you need to sell to get back above standard. https://sellerstandards.ebay.com/dashboard
You have 400+ items listed. You have a store, so you can run sales. The quickest way to get the defect rate down is to get sales up. Use your available insertions to add items that will turn over quickly with no defects - something inexpensive will usually help. It will mean making less until you are back above standard, but the sooner you get your defect rate down, the sooner you can get back to normal.
You can talk to customer service, but there really isn't anything they can do - it is all about the math.
