Seller offers preorders for fairly expensive items. Earlier this year on another sale they admitted that they didnt have the item. Now something similar has happened with an item that was to ship in May. Using the contact seller option produces an error and has done so every time I attempt to use it. Similarly using the automated file a complaint button yields an error. My paypal account was charged back in march and no refund was issued. Any help appreciated. I tried calling ebay but the automated line loops and provides no options to speak to any one.

@ironsatchel Sellers are not supposed to offer pre-sale items unless they can ship within 30 days of the sale. The eBay Money Back Guarantee is only 30 days from the last estimate delivery date. Contacting customer service will not get your money back because it's too late.
You can file a refund request on PayPal up to 180 days from the date of purchase.
File the claim here https://www.paypal.com/disputes/
Escalate the dispute to paypal if the seller doesn't refund you after a few days. If you do not escalate the dispute the case closes after 20 days and you lose.

Or if you did not pay using PayPal you can file a chargeback with your bank or credit card.
You should report the seller for violating eBay policy. Use this form:
