How to contact ebay

Ebay's step by step directions do NOT work!!!! I have NOT received an item mailed January 17th and there is NO tracking info after January 22nd!!! On January 22nd the only info posted is my item is "moving to another facility". Where that facility is no one knows!!! Then there is total SILENCE!!!! NOTHING appears on the tracking page. Absolutely NO help!!!! And not reaching Ebay is not helpful either!!!! Anyone have useful suggestions??

When is the last estimated delivery date you were shown at checkout? The next day you should be able to file an "item not received" case with eBay. The seller will have three business days to provide tracking that shows delivery or refund you. If the seller does not cooperate, you should be able to ask eBay to step in and refund for up to twenty-one business days after starting your case.
