How to attach a return label in messages

If you have a buyer that wants to return an item to you, why doesn't the buyer file a Returns Request, so you can agree to accept the return, and ebay will then provide the return shipping label?

That is because there were two pieces shipped to the buyer, one of the pieces broke. I refunded the money, but the buyer refuses to pay the return shipping of the one surviving piece. I want the piece back so I purchased a return label and want to attach that to an ebay message.

Once you refund the buyer, a return shipping label cannot be printed using the ebay return process.

If you paid for a shipping label, save it as a JPG and then you can attach it to an email once you get the buyer's email address.
