Not all of your listings include Best Offer. If the listing includes Best Offer, and the buyer uses it, you can click on Accept, Decline, or Make a counter offer. If the listing does not include Best Offer, but the buyer sent a Message with an offer, and you wish to accept it, use the RELY WITH OFFER which is an option.
