How to Disable Immediate Payment on eBay Listings?

I wanted to enable combined shipping so buyers could request an invoice for the total cost, hoping to encourage more purchases. I thought I set it up correctly by enabling the 'Allow combined payments and shipping' setting, but whenever someone tries to check out with multiple items in their cart, it says, 'You can't request combined shipping for items that require immediate payment.' I can't find where to change that setting or fully understand what it means. Any advice?

Go to My EBay > Summary > Account, scroll down to Selling Preferences, look for Manage Who Can Buy From You, and you’ll see this:
