How many scammers are on eBay

I ordered a product it says it was delivered to me on May 9th 2023, it has not been delivered so I tracked the package down it was a meter for some kind of work at one of the companies that's local here in my city it was not anything what I ordered. So my question is how did the scammers get a tracking number that belong to somebody else here locally through UPS?

Open an Item Not Received dispute. When denied, appeal it and attach documentation from the carrier showing your address was not associated with the tracking number provided. Ebay is aware of this scam and will refund you.

There are many possible ways for a scammer to obtain a tracking number; the easiest is by simply shipping something to someone else.
