Each seller sets his/her own "handling time" to get the package into the carrier's hands, of up to 40 days. Sometimes it is separately stated on the Shipping section of the listing but more often not (hard to tell what the criteria is for when it is displayed vs. not) but in all cases is figured into the estimated delivery date stated on the listing and the one you are given when you pay (which is the date that matters for starting the 30 day window when you can file for Item Not Received). eBay keeps track of how often a seller is late in shipping and imposes sanctions on those who do so too often.
The seller is not required to upload tracking information for the buyer's curiosity or inform the buyer when the item has shipped. If you don't get the package by the estimated delivery date you were given when you paid (look on your "Order confirmation" email--the date on your Purchase History is subject to being updated with new information but the one from when you paid is what matters to determine if it is late) then you can file under the Money Back Guarantee. Until then it is premature.
Check the estimated delivery time in the Shipping, Returns and Payments tab of the listing at the same time you check the cost to your location before you commit to the item. For a time sensitive item you should seriously consider buying from a local store if possible, or at least from a venue that ships its own items and/or exercises more control over its third party sellers.
