I have an item that is schedule to ship in 90-120 days. I heard I cannot request a refund after 90 days. Is that correct?

Sellers must ship within 40 days of the date of the sale, per eBay policy.
A return refund request can be filed within 30 days of the date of delivery. BUT only with the normal time frame, not 90 to 120 days. it's not even possible for a seller to refund a buyer after 90 days even if they wanted to.
A not received refund request can be filed when it's ONE day past the last estimated delivery date stated in the buyers purchase history. Any note in the description by the seller that says that the item will arrive later than the last estimated delivery date is not valid.

Thank you. I have been told by the seller that the lead time is 18 weeks and I paid roughly $4000 for this item. I will open a claim with ebay so I do not lose my money.

You have 30 days from the last estimated delivery date to file a refund request on eBay.

If it is more than 30 days past the last estimated delivery date then you can file a refund request on PayPal up to 180 days from the date of purchase. OR if you didn't use PayPal at checkout contact your bank or credit card to report that you didn't receive the item.
