How long after purchase can you open a item not received case?

I have noticed some items I have purchased from China now have over 60 days on the estimated delivery date.  Is the ebay guarantee still valid?  I saw you can only leave feedback within 60 days of purchase, but can not find anything on opening a case longer than 60 days after purchase.
