How is it determined who's bid wins when there are 2 bids that were the same?

I just sold an item and there were 2 winning bids, how is it determined which person actually won? Is it the first to pay? Is it the first to have the max bid? 

One of the winners was international. I noted in my listing I do not do international.

In the case of a tie the bid that was entered first is the winner.
