As a Buyer you don't only Sellers can turn that feature OFF on their account(s). You have to message the Seller and ask them to turn it off before you bid or send an offer. Some will and some won't. eBay is rolling that feature out on Selling accounts and not advising Sellers when they do it. The default setting is set to ON so Sellers have to find where to turn it OFF.
While it is a great feature to eliminate certain scams and unpaid items the way it is being rolled out is lacking. You can also select your payment method when it appears on an item you want to either bid on or send and offer on or accept and offer one.
