How do you report a buyer attempting to scam sellers?

Buyer went off line and then attempted a scam via sending extra money for the purchase of gift cards.  Is there a way to report buyer to Ebay?

Cancel their bid(s) if there are any on your listing and put the scammer's ID on your Blocked Bidder List.

Do not communicate except via eBay messaging, do not give out your contact information.  If you have communicated off-eBay or given him/her your contact information expect to get a fake payment message via email or text.  

If you don't actually get paid within 4 days (you won't) file to cancel the transaction for nonpayment on the 5th day.
