How do you issue a refund without wanting the customer to return the item?

I'd like to refund a customer who ordered something, but I don't need them to return the item to me. Currently it appears the Returns Dashboard only allows refunds for items that are returned or in transit to be returned. Is there anyway to propperly and quickly issue a refund without having the buyer start the return process? Thanks for any info you can provide!
