How do you get to quick listing tool?

I'm trying to sell a car and there is supposed to be a way to do so through quick listing tool. I don't have a clue how to get to quick listing tool and the automated answer keeps saying the same thing over and over...that it's a great tool. But they won't tell me how to get to it.

The key thing is to get the title just right or it will not end up in eBay motors vehicles.
