Bought stamps (turned out just a useless case roll). I asked for a return and it’s to India where the shipping and tracking cost 10 times more than what I paid. Is this even legal? Can I report it somewhere or it’s hopeless? I will never buy anything from eBay again. I’ll stick with Amazon

Sellers pay return shipping no matter where they are located for not as described refund requests. It does take a few steps. The first is ask eBay to step in and help when it's time to do so>

99% of the time a seller in another country will refund without a return of the item.
Returns to CHINA MUST be shipped via Priority Mail. If the country is NOT on this list it must ship via Priority Mail>

If you do have to buy a return label with the funds the seller provided then you must enter the tracking number into the return request so you will have proof of the return.

Did you open a return request? If so what is the reason you selected for the Return case?
If you opened a Return Case and indicated your item was "Not As Described", then the seller has to provide you a return label or provide you cash to pay for it's return.
Did this look like you were buying US postage stamps and you got something other than stamps?
