How do i adjust the sales tax billed on both the item and shipping?

the seller is being asked to pay the tax on shipping as well as the item. How do i adjust that?

I'm assuming you meant to say that the buyer is being asked to pay the tax on shipping as well as the item.

You DO NOT ... and CANNOT ... make any adjustments to the tax that eBay collects.  Most states tax both the item and shipping cost.  Some do not.  eBay knows which are which.
