How do allow buyers to request a combined invoice

I'm trying to allow buyers to request a combined invoice for my buy-it-now items.  Currently they are not able to request the invoice.  I might have "Require immediate payment" set to yes, but I can't find that setting.

Yes, if you require immediate payment you cannot offer combined shipping.  That setting is located in the pricing section of the listing form.  Make sure that it is turned off if you want to allow combined shipping.
