How do I talk with EBay customer service?

I ordered and paid $110 for an item on EBay.  I never received it.  I contacted the seller-- no response.  Now I can't get help.  Everywhere I turn on the Website just gives me a runaround.  The links take me to written explanations which don't help in my case.  How can I get someone to help me?

How do I talk with EBay customer service?

Start by opening a not received claim.

 

After the last estimated day for delivery has passed, go to your purchase history. Select I didn’t receive it under more actions and follow the prompts. You have up to 30 days after the last estimated delivery date to file a claim.

 

The seller has 3 business days to respond, to either provide tracking that shows delivery or to send you a refund. If he doesn't send a refund and you still don't have your item, go to your case and click 'ask us to step in’.
