How do I spead to an agent at eBay?

I am getting no help. I call 800 456-3229 and cannot speak to anyone. I have tried all avenues with AI and still cannot get help. A buyer didn't receive there tracked and insured package and eBay gave her a full refund from my acct. The package shows it was delivered 3/4 and buyer didn't get it. Case 535362192. Please help.
