How do I (seller) close the Buyer's request for refund?

Buyer purchased an item and claimed it was broken.  Buyer attached a picture of a broken item which was not the item I sent to them.  I do not plan to refund since the picture is of an item I did not sell.  The claim remains open and no longer gives me the option to refuse refund.  How can I refuse refund based on buyer fraud?
