Item bought by customer and shipped with tracking info. Item lost/delayed, Ebay refunded customer, then product arrived to customer. Customer wants to pay but Ebay won't reopen case.

You can’t reopen the claim.
You can arrange repayment with the buyer outside of eBay - ask for their email and send a PayPal invoice, or give the buyer your email or cell # and agree on zelle or Venmo.
OR you can create a listing called refund repayment and have the buyer purchase it.
