How do I not get dinged for an item that the buyer was able to pick up instead of shipped?

I sold an item, and the shipping was $17.10 for Med Flat rate priority box. The winner lived close to me and was able to pick it up.  I refunded the shipping, but how do I handle it with eBay so I don't get a not shipped on time strike against me?

By not providing a tracking number within 1 day.
