I had a buyer who didn't pay. I opened a case and 2 weeks went by. I never heard from eBay. In the end, I closed the case and got a refund for my fees and relisted the item. I tried to give the buyer a negative rating but, the error message told me that too much time had passed. After I received a refund on the fees the page said they would "take the appropriate action" on the buyer's account page. But, so far, he has only positive feedback. Did I miss the opportunity to give him negative feedback? I want people to know that never paid and he ignored all my emails.
There is no such thing as "too much time has passed" when you try to give a buyer a negative rating because BUYERS CAN ONLY BE GIVEN POSITIVE FEEDBACK.
You opened a case and were refunded your fees. That buyer now has a "strike". Two of those in twelve months and that buyer will discover that most smart sellers have banned him from their listings.
