When a seller has a No Returns policy, that is only for buyer's remorse: changed mind, doesn't like it, doesn't fit, found it cheaper elsewhere. If any of those reasons is given by the buyer wanting to return the item, the seller can decline the return. However, if the buyer states Item Not Received or Item Not as Described/Damaged, then ebay's Money Back Guarantee trumps the seller's no return policy, and s/he will be responsible for accepting the return and refunding the buyer when the seller gets the item back (or s/he can give a full refund and NOT require return of the item). If the seller refuses, ebay can refund the buyer from his/her funds and not require the buyer to return the item. Seller doesn't get the FVF credited, and a defect is recorded on the account for an unresolved transaction.
