Unfortunately you don't ... so I am curious, are you looking for a local Seller to help you sell items? Are you looking for a specific Seller in a town you know they are from but do not have their ID?
To the right of the eBay search window is the "Advanced" filter link, click that and go down through the various filters you CAN use and see if any meet your needs.
