How do I contact ebay (not the automated help) telephone, chat, or whatever not the automated assistant.

You should be able to use the automated assistant to request a chat with human agent.

Since you are registered in Columbia, you may be better off with chat, as the call back option on ebay.com is limited to North America, I believe.
