Seller took weeks to ship now I received wrong item. How do I contact eBay via phone?

I am sorry that you had a bad seller. You are covered by the eBay Money Back Guarantee. This not only gets you a full refund but also goes on the sellers record. Seller pays return shipping.
You have 30 days from date of delivery to file an item not as described refund request on eBay.

4 business days after filing the return request if the seller has not provided a return shipping label OR sent the funds to your PayPal account to pay return shipping if they are in another country then ask eBay to step in and help:

If you have to purchase a label at the post office with the funds that the seller provided be sure to upload the tracking number into the case. The tracking number is your proof of delivery.
Returns to countries that do not have 1st class delivery confirmation MUST be shipped Priority Mail.

so now I should jump through hoops after all the chaos and ship it back? First of all they’re feedback says no response so how can I escalate this problem and thank you

@kristens_kreationz When a seller doesn't respond to a refund request case you can ask eBay to step in on the 4th business day. When eBay is asked to step in the seller gets a DEFECT on their account. They get too many defects they are banned from eBay.
Here's how to contact eBay customer service if you'd like to try that route:
eBay agents are working from home so you have to request a call back or live chat.

( If you receive the automated chat assistant type AGENT in the small box on the lower right of the linked page then you will see the options to contact a live agent, you may have to answer the chat bots questions before it allows you to connect to an agent, this is so you are connected to the right department)
If you are located outside of US or Canada then you will need to use the Chat option or Social Media
3. Or you can also contact customer service by sending a PRIVATE message on social media.
