Unless you are using business policies, the handling time is set on each item when you list. You can bulk edit your handling time.
Use seller hub active view to select all of your items - https://www.ebay.com/sh/lst/active
Click edit at the top. Select all of the items on the edit page by clicking the box at the top of the list, far left. Click 'bulk edit' and select handling time. Select your new handling time, close that window. On the main edit page, submit.
