Put him on your blocked list, then move the button to not allow blocked buyers to contact you.  Also move the button to apply to active and future.  https://www.ebay.com/bmgt/buyerrequirements

If he has already made a purchase, he can still contact you about that item.

Lives in another country and I got them blocked but they are still messaging me. I’m on my iPad and I can’t find the block message part.
