How do I appeal for a refund whilst the seller has indicated that refunded but I haven't received it

I bought 

H500 8 Camera PoE Security System H.265+ 8CH NVR 100ft EXIR Night Vision.

Whilst I was waiting for the item to be shipped the seller cancel the order and indicated that buyer ask him to cancel the order without my knowledge. I got a message that refund will be  issued between 3 to 5 business working days. When I try to contact him I realize his account has been disabled.  For some few days later  he enabled the account and he issued refunded but I haven't received a panny.

What can I do to get my money back?

Refunds go back to the funding source.  If that was a credit card, it can take up to one billing cycle for the credit to show up on your bank statement.
