Buyers are covered by the eBay Money Back Guarantee for 30 days after they receive the item, so that may account for the difference in time. In addition, they can request a return after that time period, but if it is no longer eligible for the MBG or is an ineligible reason, you should have the option to deny the return request, and eBay would not force you to refund or have the item returned in that case.

Keep in mind it's 30 days after delivery. The buyer can still open a return after that but you should have a decline option.

Buyers may be given the option to open a return request after 30 days from delivery … but they likely will NOT have the option to ask eBay to step in if you decline the request.
[They may still be able to request a chargeback from their payment source, however.]
