How can I open a case with Ebay

Seller did not advertise product correctly.  I asked to refund the product.  Seller offered $5 refund which is not acceptable.   I now want to open a case with Ebay but it won't allow me to do so, saying that a case is already open and a refund (which I declined) of $5 was declined.
