How can I call eBay to increase selling limit?

I am getting a message with a "call us to increase selling limit" link, but of course no phone number is provided when I click on it.  

I have one, and only one, item listed, at $1 below my selling limit.  I am attempting to reduce the starting bid, and I get the above message.  I am not increasing the sell price at all.

The bottom of this page has a button to increase the limits.

If that does no good, then you can use use the "Contact us" button and type "Agent" into the chat box that opens. You will then be given the option to chat with a human or have a human phone you.
