How I contact directly eBay Customer Service?

The pages keep on taking me into loops and I can't get a person, an eBay representative to attend me.

You can only make an offer one time in a return request. 

 There is not an easy way to fix this.  

Is your buyer even open to a partial refund?     I suggest you contact them in an eBay message to find out.  

If they are not then you MUST  accept the return

Let me know if they do agree to a partial refund and I'll tell you what your options are
