How Do I Restart a Return Previously Closed?

I was filling out a return and somehow the system jumped all the way to the end without me being able to say I want an exchange instead of the refund.  So I closed the return to start over.  Now I need to reopen it, but when I try the system says I closed it.

Is it possible to restart a previously cancelled return, or to start a new return on the same item?

EBay returns only does refunds not exchanges. Once a case is closed it cannot be reopened.
