Holy F, why can't I speak with someone??? I just want to partially refund a buyer for a damaged item

**bleep**, 30 minutes in to trying to refund $30,,,,, my return on investment is gone..... why can't I find how to partially refund a buyer on multiple pages and in the circle of repetition to nowhere??? Help me want to continue with Ebay when I get this frustration.... so difficult to find what I need.... Suggestions?? How about a phone number that works

To speak to customer service, use the link on the right side of this page “have us call you” - https://www.ebay.com/help/eua?id=5275&mkevt=1&mkpid

If you don't see 'have us call you', click chat.  Then type contact an agent.

To issue a partial refund, you can go to your sold orders and select refund buyer - as long as there isn't a return or not received claim open. If there is a return request, you must offer the buyer the partial refund through the return. Once they accept, you then refund through the return. You can not issue a partial refund on a not received claim.
