Help with envelope shipping

I need help with what dimensions I need for shipping something out with an envelope, as well as what shipping option would be best for such a thing. Length is 11 inches and the height/width? Is 9.5 inches. weight is 4.8 ounces, please help

 If you buy the shipping label on eBay it costs less than at the Post Office
