I received a shipping label adjustment but the carrier weight and the billable weight are not at all the same and eBay is wanting to charge me a ton. Who would I contact??

On this thread ( Shipping labels cost adjustments charge dispute - The eBay Community) I found the reply below from a Seller on that thread. The thread is from about 4 years ago but they mention following the directions on the notification. It has been a while since I got an under or over charge from the APV system but they will have the amount on your Recent activity file on this page over on the right ... perhaps there is a link there for disputing the charge? I recently won a refund from USPS. My bubble mailer weighed 6 oz, USPS decided it weighed over 2 lbs and billed my account for priority mail rate.
I followed the directions in the notification and filed a dispute. Received a call from a very nice USPS employee who explained that sometimes multiple packages can be on the package weigh section of the conveyor belt resulting in incorrect charges. He asked me a few simple questions like what was inside the mailer and where did I have it weighed before shipping. Told me it would take about 2 weeks for the USPS to investigate, look at the camera footage and get back to me.
In less than a week I had a refund of the overcharge. There were actually 2 additional packages on the weigh section with mine which resulted in all 3 shippers being overcharged and refunded.
The refund did show on my eBay invoice.

Some of your shipping labels have cost adjustments.
If you think these adjustments are incorrect, you can contact USPS Customer Care at 1-844-819-5187 or verifypostagehelp@usps.gov to open a dispute. Make sure you have the IMPB and Revenue Assurance ID below to identify the adjustment. USPS will respond within 5-15 business days.
