I am trying to sell an item internationally. However, my buyer is blocked because it says I do not ship to his location. I was under the assumption I was automatically enrolled in the Ebay International Shipping program. However, when I go to my account, then to "Shipping Preferences" I do not see the option for enrollment in the program. My account meets all the criteria from what I can see. I want to avoid shipping internationally directly on my own. If I flip on the "international shipping" toggle on the listing, does that mean I will be responsible for shipping it directly and not through EIS? Can anyone help me out with what I can do?

Ebay automatically enroll Sellers when they are eligible for eIS. You should receive a notice when that happens.
You are correct that if you add International Shipping to your listings before being enrolled in eIS, you would need to ship directly.
