Unfortunately you probably cannot.  Once tracking shows the item as delivered neither eBay or the seller have anymore responsibility for the item except for very specific conditions.  Even if the seller had to have signature confirmation (over $750) on the package any signature can be collected not necessarily yours.

Was it delivered to your house and someone stole it?  Unfortunately there is nothing the seller can do and nothing that eBay can do.  You can file a police report.  The USPS delivers with GPS so you can see where it was delivered if you go in and speak to them.
