Hello fellow sellers, can someone tell me what to do with a Non paying bidder

If someone bids on your item and its been 4 days (but not actual calendar days) and they will not reply to any emails etc.  What do I do?  How do I file to get a refund on the fees I incurred?  Things are so complicated on Ebay.  I need help with this.  Anyone please can you help me out?

If a buyer doesn't pay, on day 5, cancel the order and use nonpayment as the reason.
