If your package is late arriving this is what you do:
Look for the last estimated delivery date in your purchase history. You can file a refund request when the item is at least a day late.
You have 30 days from the last estimated delivery date to file a refund request on eBay. There are a lot weather and postal delay issues right now, so you might want to give the item a bit more time to arrive if the seller has shipped with tracking. Just be sure to file the case before the 30 days is up.
