@patsystreasures. Go to the active listings page in Seller Hub on a computer.
Next put a checkmark next to all items.
Select edit from the top of the list.
This will take you to bulk edit.
Select all items again.
Select handling time from the drop-down menu on the upper left and then change the handling time.
Submit.

Thanks for taking time to help! I decided not to revise any listings because I'm afraid eBay will count the changes toward my monthly limit of 250 items. I never list that many things - but this month, I ran into the 35 cent listing fee on the last two things I listed. I usually have one-of-a-kind items, but this month I had six listings with multiple items and that's the only reason I can imagine for eBay thinking I'd exceeded the limit. I counted those up and still didn't get much past 150. And I revised a listing at the end of the month and that triggered the 35 cent fee, too. So I'm not paying 35 cents each to bulk change the handing time. Sorry for the rant!

@patsystreasures. Revising your listings will not count towards your listing limit, trust me I've done this many times.
Keep in mind that hat relisted items count towards your listening allotment for the month. This includes buy it now and auctions unless you have a special deal on free auction relists.
Always check your seller hub page on the overview section where it says promotional to see how many listings you have left for a month.
If you see any fee at the bottom of the screen before you submit the listing then that is due even if the item doesn't sell. If you see that you will have a fee charged and don't want to list right now you can save it as a draft instead.

Editing an existing listing (as long as there are more than 12 hours remaining) will NOT cost you any Insertions. Inside 12 hours you cannot make changes. You can test this my editing one listing ...

I only have 258 active listings. During November I created 23 new listings (total of 77 items). So even if a big majority of my old listings renewed in November, it still wouldn't bring me to the 250 limit. My first reaction to this was that I didn't understand eBay's listing policies, but now I wonder if this could be an error on eBay's end?

If you are charged fees you will see them on this page over on the right in the Recent activity file: Seller Hub | Your financial summary | eBay
If you started the month with 235 and added 23 = 258 then worse case you will be charged for 8 Insertions.
