Is there an eBay policy on the maximum days the seller is required to get an item shipped (handling time) once paid by buyer ? Who sets the delivery date and how is an estimated delivery date for an item determined ?

Each seller sets their own handling time, anywhere between 1 - 30 days. eBay calculates 5he estimated delivery date including in that estimate the sellers handling time. The estimated date of delivery is always shown in the listing before the buyer purchases it.

The seller sets the "handling time" between cleared payment and delivery to the carrier for shipment to the buyer. Sometimes eBay displays the handling time for that listing, usually not, but it is always included in the estimated delivery date (payment date plus handling time plus carrier estimate), which is what determines when the package is late and the buyer can start action under the Money Back Guarantee. eBay keeps track of the seller's "on-time shipping" and downgrades sellers who are too often late in shipping.
