Handling a fraudulent return claim that an item doesn't work

I recently sold a used computer printer for $65.88 (item 175517942942).  The buyer fraudulently claimed that it was defective because it was no longer supported, when in fact it is supported and drivers are readily available from the manufacturer.  Ebay automatically started a return without me having a say, and gave the buyer a return shipping label.  I contacted the buyer and explained how to download drivers for the printer, but the buyer didn't respond.

 

I got the printer back and tested it and it worked fine.  I refunded the original purchase price but not original shipping, and the buyer filed a claim for the shipping amount.  Ebay refunded the shipping to the buyer but didn't charge me.

 

Now today I see a return shipping charge of $59.91.  Ebay used Priority Mail for the return, which is very very expensive for heavy things.  The printer was originally shipped by UPS ground for $14.20.

 

How can I complain to eBay about this?

 

Also, how can I prevent this from happening again?  I want to be able to 1) decide whether I want the item back, 2) specify a return shipping method, or have eBay use the same shipper for the return as was used for the original sale, and 3) keep people from fraudulently returning things by claiming they don't work.

 

This is a recurring problem.  I sell a lot of things that aren't worth much but have high shipping costs.  What can I do?

Any time a buyer files a Returns Request for an Item Not as Described, ebay will automatically issue a Return shipping label to the buyer.  AFAIK, ebay only has an arrangement with USPS to enable labels for returned items.  Usually the label is for first class, but is good for up to 70 pounds.

 

If you have a No Returns policy, you can Decline a returns request for buyer's remorse: changed mind, didn't like it, doesn't fit, found it cheaper elsewhere.  If the buyer states Not as Described, then ebay issues a return shipping label because ebay's Money Back Guarantee trumps your no returns policy.

Yes the USPS return labels are for First Class, but for anything over a pound it goes by Priority Mail at Priority Mail rates.  These rates are dramatically higher than UPS or FedEx ground rates, or even USPS ground (Parcel Select) rates.  For example $14 by UPSG vs $59 for Priority Mail.

 

When you say "No Returns policy", is that the per-item policy or the overall seller policy?  I allow returns for most items but not for some.

 

What about items that are listed as Not Working?  Can the seller still make a claim that the item is defective?  I can understand allowing "Not As Described" but not "Defective".  And what about listings that say the sale is AS-IS?  It seems that that should preclude all returns.
