Global shipping issues

Hi I'm hoping that somebody might be able to help me with this I have a piece of baccarat crystal that I'm trying to sell I have global shipping activated and there is a buyer from Taiwan that is not able to buy this item. I've checked all my settings and they're all like they normally are there's no exclusions but he still can't buy it. I've called eBay and they confirm that all my settings are correct but there have been issues with the global shipping website and that the IT people are working on it but there's no information on how long this might take to fix or even if this might be the problem. Is anybody else had this issue in selling to other areas outside the US? I've already done as much as I could for this buyer.

What is the item number?  I tried searching for     baccarat     in your active listings and couldn't find it.

Is it possible the buyer has 2 unpaid strikes, and your buyer requirements block buyers with 2 or more unpaid strikes?
